Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารจัดการสนามกีฬาองค์การบริหารส่วนจังหวัดแพร่ภายหลังการรับถ่ายโอนภารกิจจากการกีฬาแห่งประเทศไทย และศึกษาผลการดำเนินงานในการรับบริการของผู้มาใช้บริการสนามกีฬาองค์การบริหารส่วนจังหวัดแพร่ การศึกษาครั้งนี้ใช้แบบสัมภาษณ์กับผู้ปฏิบัติงานบริหารสนามกีฬาองค์การบริหารส่วนจังหวัดแพร่ จำนวน 4 คน และใช้แบบสอบถามกับกลุ่มตัวอย่างผู้มาใช้บริการสนามกีฬาองค์การบริหารส่วนจังหวัดแพร่ จำนวน 400 คน ซึ่งผู้วิจัยเป็นผู้ศึกษาด้วยตนเอง ในการวิเคราะห์ข้อมูลการสัมภาษณ์ได้นำมาสรุปเป็นความเรียง ส่วนข้อมูลแบบสอบถาม นำมาวิเคราะห์ข้อมูลโดยหาค่าเฉลี่ย ร้อยละ และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. ด้านทรัพยากรในการบริหารจัดการ (4M’s) ศูนย์กีฬามีจำนวนบุคลากร 36 คน แบ่งเป็นข้าราชการ 1 คน ลูกจ้างตามภารกิจ 13 คน และลูกจ้างรายวัน 22 คน โดยบริหารจัดการสนามกีฬาจังหวัดเกี่ยวกับการดูแลรักษาอาคารสถานที่ การดูแลความสะอาด และทัศนียภาพโดยรอบ และดำเนินการจัดเตรียมสนามกีฬาและอุปกรณ์สำหรับผู้มาใช้บริการ โดยได้รับการจัดสรรเงินในการบริหารจัดการสนามกีฬาจากองค์การบริหารส่วนจังหวัด และเงินงบประมาณอุดหนุนจากกรมส่งเสริมการปกครองท้องถิ่น ทั้งในเรื่องของสถานที่ วัสดุอุปกรณ์และสิ่งอำนวยความสะดวก ให้มีความพร้อมและเพียงพอต่อการให้บริการผู้มาใช้บริการออกกำลังกายและเล่นกีฬา

2. ด้านกระบวนการบริหารจัดการ (POSDCoRB) มีการวางแผน นโยบาย และกำหนดกรอบแผนการปฏิบัติงานโดยระดับหัวหน้า และแบ่งหน้าที่ความรับผิดชอบตามลำดับสายงานการบังคับบัญชาสั่งงานและ มอบหมายงานตามความรู้ความสามารถของบุคลากร มีการวางแผนกำลัง สรรหาและคัดเลือกบุคคลเข้าทำงาน ทดแทนตำแหน่งที่ว่าง และส่งเสริมพัฒนาบุคลากรโดยจัดฝึกอบรมทั้งภายในและภายนอกศึกษาดูงาน และสร้างขวัญและกำลังใจให้กับบุคลากรในการปฏิบัติงาน มีการประสานงานที่ดีทั้งจากหน่วยงานภายในและภายนอก

3. ด้านความพึงพอใจของผู้มาใช้บริการส่วนใหญ่มีความพึงพอใจทุกด้านอยู่ในระดับมากข้อเสนอแนะจากการวิจัยครั้งนี้ ศูนย์กีฬา สนามกีฬาองค์การบริหารส่วนจังหวัดแพร่ ควรมีการจัดทำปฏิทินการปฏิบัติงานให้มีความชัดเจนเป็นระบบ ระบบรักษาความปลอดภัย การตรวจสอบและซ่อมแซมอุปกรณ์ที่ชำรุด และการประชาสัมพันธ์การจัดโครงการ/กิจกรรมต่างๆให้ประชาชนในจังหวัดได้รับรู้และมีส่วนร่วม

Abstract

The objective of this research was to study the state of stadium management of PhraeProvincial Administration Organization, after being transferred from Sports Authority of Thailand, andto study the results of operations in rendering services to the users. The researcher interviewed 4employees and distributed 400 questionnaires to the users. Data from the interview were analyzedand presented in a narrative summary. The Statistics employed for the questionnaire data analysiswere percentage, mean, and standard deviation.

The results were as follows :

1. The Resource Management (4M's) The sport center managed by 36 staff members, oneof whom is a government official, thirteen hired on a basis of specialization, and twenty two on adaily basis; to manage and maintain, and take care of the building and site as well as thelandscape and to repair the stadium, worn-out equipment and facilities for users; the budget tomanage the stadium is subsidized by the Provincial Administration Organization and the Departmentof Local Government.

2. Management by POSDCoRB Process. Planning policy and strategic framework are setby the chief executive ; responsibilities assigned according to the hierarchical chain of commands.Directing and job assignments made on the basis of personnel competency. Staffing or humanresource management includes recruitment, developments such as training, field trips and promotionof staff morale. Co-ordination is a strategy frequently used internally and externally to effectively runthe organization.

3. The satisfaction of the users, most were satisfied in all aspects at a high level.Recommendations : The Sport Center of the Stadium of Phrae Provincial AdministrationOrganization should initiate systematic action plans with definite time table, effective security systemmanagement, inspections and repair worn-out equipment and public relations activities should beconducted and made known to the public for their participation.
