บทความเรื่องนี้ มุ่งเสนอการวิเคราะห์สภาพ ปัญหา และเสนอแนวทางพัฒนาการบริหารในมิติของโครงสร้างและอำนาจหน้าที่ของคณะกรรมการระดับเขตพื้นที่การศึกษา ตามกรอบแนวคิด/ทฤษฎีการบริหารโดยองค์คณะบุคคลตามหลักธรรมาภิบาล การวิเคราะห์เริ่มต้นด้วยการฉายภาพการบริหารโดยองค์คณะบุคคลโดยภาพรวมของการบริหารการศึกษาในกระทรวงศึกษาธิการตั้งแต่ช่วงก่อนยุคการปฏิรูปการศึกษาพ.ศ. 2542 และวิเคราะห์สภาพและปัญหาตามโครงสร้างและอำนาจหน้าที่ของคณะกรรมการระดับเขตพื้นที่การศึกษา แล้วนำเสนอแนวทางการพัฒนาโครงสร้างและอำนาจหน้าที่ของคณะกรรมการตามหลักธรรมาภิบาล

Abstract

This paper aimed at to analyzing current statements, problems and proposing themanagerial guidelines for development of education service are committees in the aspects ofstructure and authority in accordance with the good governance. Analysis began with the overview ofcommittee management, and introduction of good governance in the Ministry of Education prior theperiod of B.E. 2542 Education Reform and followed by analyzing current statements and problems ofstructure and authority performed by education service area committees. The paper, finally,concluded the development of good governance in conjunction with the aspects of structure andauthority of education service area committees.
