บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้ยกระดับคุณภาพการศึกษาขั้นพื้นฐาน 2) ศึกษาความต้องการจำเป็นในการพัฒนาการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้ยกระดับคุณภาพการศึกษาขั้นพื้นฐาน 3) พัฒนารูปแบบการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้ยกระดับคุณภาพการศึกษาขั้นพื้นฐาน กลุ่มตัวอย่าง ได้แก่ ศึกษานิเทศก์ ผู้บริหารการศึกษา ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 200 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ในการนิเทศ แบบสอบถามการสนทนากลุ่ม แบบประเมินร่างรูปแบบ แบบสอบถามความพึงพอใจต่อการใช้รูปแบบ และแบบประเมินคุณภาพรูปแบบ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า
1. สภาพปัจจุบันของการนิเทศ อยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการนิเทศ อยู่ในระดับมากที่สุด
2. ความต้องการจำเป็นในการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้ยกระดับคุณภาพการศึกษา ขั้นพื้นฐาน มีดัชนีความต้องการจำเป็น 0.54
3. รูปแบบการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้ยกระดับคุณภาพการศึกษาขั้นพื้นฐาน (ICARE SUPERVISION MODEL) มีความเหมาะสมอยู่ในระดับมากที่สุด โดยมีขั้นตอนของกระบวนการในรูปแบบ 5 ขั้นตอน ได้แก่ 1) จัดระบบข้อมูลสารสนเทศ (Information) 2) เลือกปัญหาให้ชัดเจน (Clarify the Problem) 3) สร้างความตระหนัก (Awareness) 4) แลกเปลี่ยนเรียนรู้ (Reflective) และ 5) ประเมินความสำเร็จ ได้ใจ ได้งาน (Esteem) มีผลการประเมินรูปแบบ ดังนี้
3.1 ความพึงพอใจต่อการใช้รูปแบบการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้เพื่อยกระดับคุณภาพการศึกษาขั้นพื้นฐาน อยู่ในระดับมากที่สุด
3.2 รูปแบบการนิเทศที่ส่งเสริมการนำผลการประเมินคุณภาพภายนอกไปใช้ยกระดับคุณภาพการศึกษาขั้นพื้นฐาน มีคุณภาพอยู่ในระดับมากที่สุด
