ความเหลื่อมล้ำในการมีส่วนร่วมทางสังคมของผู้พิการระหว่างการระบาดของ COVID-19 ในฟิลิปปินส์

บทคัดย่อ
การศึกษาล่าสุดเน้นย้ำถึงการทวีความรุนแรงของความไม่เท่าเทียมกันทางสังคมในช่วงการระบาดของ COVID-19 โดยเฉพาะอย่างยิ่งต่อผู้พิการ การศึกษานี้ขยายขอบเขตของวรรณกรรมเกี่ยวกับผู้พิการโดยการตรวจสอบการมีส่วนร่วมที่จำกัดของบุคคลที่มีความพิการ (PWDs)3 ในการวางแผน การจัดโปรแกรม และการจัดทำงบประมาณ COVID-19
ในประเทศฟิลิปปินส์ โดยใช้แบบจำลองความเปราะบางทางเศรษฐกิจที่ขับเคลื่อนโดยผู้พิการการศึกษาชาติพันธุ์วรรณาเป็นเวลาสี่เดือนสำรวจโอกาสที่เกี่ยวข้องกับความพิการและค่าใช้จ่ายส่วนตัวที่ส่งผลกระทบต่อ PWD ในช่วงการระบาด ผลการศึกษาได้ระบุประเด็นหลัก 2 ประการ ได้แก่ 1) มาตรการกักกันในชุมชนจำกัดการมีส่วนร่วมของ PWD ในการวางแผนการจัดโปรแกรม และการจัดทำงบประมาณ COVID-19 อย่างมาก และ 2) การมีส่วนร่วมของ PWD ในการตอบสนองต่อ COVID-19 ส่วนใหญ่จำกัดอยู่เพียงการรับสินค้าที่จำเป็นและบริการสนับสนุน การศึกษานี้เผยให้เห็นว่าข้อจำกัดเหล่านี้ส่งผลให้ PWD พลาดโอกาสและต้องแบกรับต้นทุนต่าง ๆ อย่างไร มีการโต้แย้งว่าในขณะที่รัฐบาลได้ดำเนินการแทรกแซง COVID-19 แต่ขาดแนวทางที่ครอบคลุมถึงความพิการ ซึ่งสะท้อนถึงความแตกต่างทางโครงสร้างที่ยังคงมีอยู่และการเตรียมพร้อมรับมือเหตุการณ์ฉุกเฉินที่ไม่เพียงพอ ผลการศึกษาเน้นย้ำถึงความจำเป็นในการมีส่วนร่วมอย่างมีนัยสำคัญของ PWD ในความพยายามตอบสนองต่อการระบาดใหญ่เกินกว่าแค่การรวมอยู่ในโปรแกรม
