ความเปลี่ยนแปลงทางเศรษฐกิจ สังคมและอารมณ์ของชุมชนชาวประมงแห่งหนึ่งในภาคตะวันออก Changes in Socio Economic and Emotion of a Fishery Community in Eastern Region

Abstract

ชุมชนชาวประมงภาคตะวันออกปรากฏมาตั้งแต่สมัยอยุธยา และชัดเจนขึ้นสมัยรัตนโกสินทร์ตอนต้น ภายหลัง พ.ศ. 2451 การขยายกลไกด้านการปกครองของรัฐสมบูรณาญาสิทธิ์ ระบบการผลิตจำแนกออกเป็น 2 ระบบ คือ ระบบการค้าของชาวจีน และระบบการผลิตเพื่อยังชีพของชาวไทย ซึ่งมีความแตกต่างทางด้านอารมณ์ความรู้สึกความเปลี่ยนแปลงจากนโยบายการพัฒนา ทำให้ทั้งชาวจีนและชาวไทยต่างมีความฝันความปรารถนาเดียวกัน คือ เงินตรา การมีตำแหน่งแห่งที่ทางสังคม ทำให้เกิดอารมณ์ความรู้สึกที่แตกต่างกัน การเติบโตทางธุรกิจประมงสอดคล้องกับการเคลื่อนย้ายของผู้คนภาคอีสานเข้ามาเป็นแรงงานประมงด้วยความหวังทางเศรษฐกิจเป็นเป้าหมาย ปัญหาจากการประมงและการกระจายอำนาจท้องถิ่นได้นำไปสู่การสร้างความสัมพันธ์ใหม่ให้กับชาวบ้านแทบทุกระดับการสร้างความฝันความหวังอยู่กับการดำเนินนโยบายของรัฐกลางและรัฐท้องถิ่น การเลือกตั้งจึงมีความหมายมากไปกว่าแค่การหย่อนบัตรและเลือกผู้แทน

The fishery community in eastern region emerged since Ayutthaya period and obviously the early Rattanakosin period after 1908 A.D. due to the expansion of absolute monarchy form of government while the production is could be divided into two systems, the commercialization of Chinese people as well as production of livelihood for living of Thai people to the different emotional and feeling. Changes after development policy both Chinese and Thai people all have dreams; desires to pursuit economic wealth to the social position that making emotions difference. Fishing business is growth up with the movement of the Isaan (People who live in Northeastern Region of Thailand) into labors fisheries and the hopeful to a better life (Money). The fishery has problems whilst there has been decentralization to local area during that period, new relations of villagers in virtually classes to making hope and dream for the implementation of state policy both macro and micro government policy. Therefore, election has meant more than expression their voice or selecting their representative.
