บทคัดย่อ
สวัสดิการสังคมแบบดั้งเดิมที่เน้นการแก้ปัญหาเฉพาะหน้าและให้ความช่วยเหลือแก่คนยากจนด้อยโอกาส ถูกตั้งคำถามถึงประสิทธิภาพและผลลัพธ์จากการใช้งบประมาณ ซึ่งเคยใช้ได้ดีในช่วงเวลาที่ผ่านมา แต่ด้วยบริบททางเศรษฐกิจและสังคมที่เปลี่ยนแปลงอย่างรวดเร็ว เช่น การเปลี่ยนแปลงรูปแบบการผลิต การพัฒนาเทคโนโลยีคอมพิวเตอร์อย่างรวดเร็ว และการเปลี่ยนแปลงโครงสร้างประชากรมาสู่สังคมสูงวัยสมบูรณ์ ส่งผลให้เกิดปัญหารูปแบบใหม่ที่ไม่เคยมีมาก่อนในอดีต รวมทั้งความคาดหวังที่ต้องการให้การใช้จ่ายงบประมาณด้านสวัสดิการสังคมมีส่วนร่วมส่งเสริมพัฒนาการทางเศรษฐกิจ สวัสดิการเพื่อการลงทุนทางสังคมจึงถูกนำเสนอเป็นนโยบายสวัสดิการสังคมแบบใหม่ และนำไปใช้ในประเทศต่าง ๆ ในทวีปยุโรป มุ่งหวังให้สวัสดิการสังคมมีส่วนร่วมพัฒนาเศรษฐกิจและลดภาระทางงบประมาณของประเทศ
