Developing English Proficiency in Accordance with Thai Society Context

Abstract
Many tests of English proficiency for Thai students showed poor results. A big question is: why did they fail as they have studied English for 16-17 years since Grade 1 until completing their university level? What are the real problems? What are possible ways to help develop the learners’ language skills? This study analyzed 3 components regarding the students’ English study: 1)teachers 2)students, and 3)policy makers. It was found that English teachers should increase the time to practice English communication with students. Students should realize the importance of English and instill habit of English practice at the daily level. Policy makers should put the emphasis on English study and determine developing framework more concretely especially on language test evaluation which emphasizes communication skills.Above all, English proficiency development for Thai students should be based on Thai society context so they can use vocabulary surrounding them to communicate in English with confidence.
