Strategies for developing education management of Pak Kret City Municipality Pak Kret District, Nonthaburi Province under the 20-year national strategy

Abstract

The purpose of this research were (1) to study the context of educational management of Pak Kret Municipality, PakKret District, Nonthaburi Province under the 20-year National Strategy and (2) to present the strategy obtained from the study results and apply it to the development and planning of the development of educational management of Pak Kret Municipality, Nonthaburi Province under the 20-year National Strategy. The research method was mixed methods  between EDFR (Ethnographic Delphi Futures Research), Strengths, Weaknesses, Opportunities and Limitations (SWOT Analysis) related to all parts of the study, and TOWS MATRIX Analysis, and then the researcher draw up a draft to create a policy, strategy, and development of educational management of Pak Kret Municipality, Nonthaburi Province under the 20-year National Strategy Sample,key informant,research instrument,data analysis.

According to the research, there are 4 strategies and 22 sub-strategies, summarized as follows. On the 1^st Strategy, there are 6 sub-strategies for teaching and learning of the school lead to the way in the 21^st century teaching and learning management. On the 2^nd Strategy, there are 5 sub-strategies for promoting and developing teachers and education personnel to be in line with the 20-year National Strategy. On the 3^rd Strategy, there are 5 sub-strategies for development of management and management systems to be effective. On the 4^th Strategy, there are 6 sub-strategies for development of factors supporting the development of resource systems and finance for education.

The suggestions of the research on education under the government's 20-year National Strategic Plan are closely related to the policy of Pak Kret Municipality on several strategic issues. Pak Kret Municipality already proceeded in the similar direction, and partly had guidelines for the implementation of educational policies. Therefore, the Pak Kret Municipality only adjusts the details to be more consistent in order to be in accordance with the National Strategy for Education. However, there should be more research and development on policy studies, developing a strategy or policy, and there should be defined in a certain period of time, and proceeded continuously. This is because internal and external factors and circumstances affecting the provision of a country's education change rapidly, and thus require policy adjustments on strategies and sub-strategies in order to keep up with the rapid changes.
