NETWORK DEVELOPMENT OF THE OFFICE OF THE NATIONAL HUMAN RIGHTS COMMISSION: THE STUDY ON THE REGIONAL CENTER FOR HUMAN RIGHTS STUDY AND COORDINATION

Abstract
This research employed a mixed qualitative and quantitative method aims to study:
1) Components of The Network 2) Administration and management of The Network
3) Model for strengthening and building the Network. Interviews were conducted with
17 key informants, namely the chairpersons and managing committees of the Office of
the National Human Rights Commission. Triangulation method was used with content analysis and content consistency checking. And the questionnaires were distributed to
a population of 194 people. Descriptive statistics were used to analyze the data, including frequency distributions, numbers, percentages, mean and standard deviation.
The results shows that: 1) the Network has consists the component: communication 90.72%, Members 88.97% and Structure 87.54%. The Network has not consists of the components: Operation Process 15.06%, Goals 17.43% and Activities 14.72% 2) The administration and management of the Network consists of: Coordination and Strategy (= 3.92), Resource Management and Participation Building (= 3.82), Reporting (= 3.79).
3) Model for strengthening and building the network of 5 components, namely 1) Planning the network’s goals and structure 2) Participation in Network Administration and Management 3) Operation Supervision and Control 4) Evaluation and 5) Reporting.
