LEGAL MEASURES IN SUPERVISING LOCAL GOVERNMENT ORGANIZATIONS A CASE STUDY OF MUNICIPALITIES COMPARE: THAILAND, FRANCE, JAPAN AND THE UNITED STATES

Abstract
Comparison of regulatory measures between Thailand, France, Japan and the United States. This research was qualitative research by document. The results of the study found that comparison of legal measures in governing municipalities in Thailand and abroad, such as France was found that some parts were good and appropriate for use in Thailand; oversight of the mayor's personal and actions, municipal council president, vice president of the municipal council, and municipal council members accused of illegal acts, or in the case of a conflict between the mayor and the municipal council causing the municipality to be unable to administer as usual, to the point of having to order him to leave office or dissolve parliament. Depending on the case, in France the administrative court was the body that decides and gives judgments. And France has canceled municipal supervision before taking action this will reduce some of the conflicts between provinces or districts and municipalities. And will give the municipality freedom to carry out its missions and has become even stronger. As for Japan, there were positive regulatory measures such as, personnel exchange with federal agencies and between municipalities or local government organizations, the federal government transfers certain taxes already collected by the federal government to low-income municipalities, to strengthen the municipalities budget providing public services for the people. And there were measures for citizens to participate in governance, municipal administration by giving the people in the municipal area 2 percent of the total voters. They can join together to make amendments or repeals of local ordinances, and was appropriate and can be applied in Thailand in cases where the voters consider that any municipal council member is not suitable to continue holding office according to the law. And the United States, there were good and appropriate governance measures that can be applied in Thailand such as, state governments required standards or indicators to measure the success of work for municipalities to adhere to.
