Guidelines for Developing the Digital Competency of Local Government Personnel in Maha Sarakham Province

Abstract

This research aimed to: 1) study the guidelines for developing the digital competency of local government personnel in Maha Sarakham Province; 2) investigate the level of digital competency among local government personnel; 3) compare the digital competency of local government personnel with different personal characteristics; and 4) analyze the relationship between digital competency development guidelines and the level of digital competency among local government personnel in Maha Sarakham Province.This study employed a mixed-methods research approach, utilizing both qualitative and quantitative research methodologies. The research instruments included a questionnaire and interviews, with a reliability coefficient of 0.960. Data analysis involved descriptive statistics, such as frequency, percentage, mean, and standard deviation, as well as inferential statistics, including one-way ANOVA and pairwise comparisons using the Least Significant Difference (LSD) method.The findings revealed the following:1.Local government personnel with differing personal characteristics exhibited statistically significant differences in their opinions regarding digital competency.2.The guidelines for developing digital competency had a positive relationship with the digital competency level of local government personnel.3.Most of the digital competency development guidelines influenced the digital competency of local government personnel, with the exception of on-the--job knowledge transfer, which showed no influence on digital competency.
