Abstract

            The research aims to 1) study the conditions and guidelines for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College. 2) create the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College. 3) practice the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College. 4) evaluate and assess the practice of the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College. The study processes used to study the conditions and guidelines for enhancing the competency of vocational learners in the 21st century by using the result based management in Saraburi Vocational College are as follows; 1) analyzing the current conditions and problems to enhance the competency of vocational learners in the 21st century by collecting the document and inquiry information and data of administrators, teachers, learners, parents, communities and entrepreneurs in the academic year 2018, there are 778 people in totally. The research methods are questionnaires, data analyzed by frequency, percentage, mean and standard deviation. In addition, 2) interviewing 5 experts according to the guidelines for enhancing the competency of vocational learners in the 21st century. Purposive sampling are used and create the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College. They include 1) the model drafting by workshop and the purposive sampling are college administrators, heads of departments, college boards (community and entrepreneur representatives), there are 23 people in total. 2) examining the draft model as well as assessing the suitability of the model by the discussion of 5 experts who from the purposive sampling. Trial practicing the model by executing 4 projects under the main strategy and the trial schedule is in the academic year 2019 (Fiscal Year 2019 – 2020). Evaluating the practice of the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College done by administrators, teachers, learners, parents, communities, entrepreneurs, purposive sampling, questionnaires and reports. The data analysis used are percentage, mean and standard deviation.

              The research results are as following;

              According to the conditions for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College, the overall mean is at a moderate level ( =3.31, S.D=.289) The guidelines for enhancing the competency of vocational learners are determining the methods for enhancing learner competency of vocational learners in the 21st century and there should be a process to enhancing them.

              There are 3 main components according to the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College which are 1) the competency of vocational learners in the 21st century,

2) the methods for enhancing them, and 3) the processes for enhancing them.

              Practice the model by executing 4 projects under the main strategy and the trial schedule for the academic year 2019 (Fiscal Year 2019 – 2020). The projects are 1) academic and professional competencies development program in all fields of studies, 2) teacher development project using information technology network system, 3) project to upgrade dual education management, and 4) moral, ethics and good governance project in educational institutions. The results of the study of the participants' satisfaction with these projects found that the overall, they are satisfied with the project activities at the highest level. There is a high level average for feedback on the manual.

              The result of the evaluation practicing the model for enhancing the competency of vocational learners in the 21st century by using the result-based management in Saraburi Vocational College, found as follows;

               The satisfaction of communities and entrepreneurs according to the quality of graduated students after the implementation of the model, they are satisfied at the highest level ( =4.53, S.D=.147)

               Learning achievement of learners after the implementation of the model, the result shows that the average score of knowledge skills, cognitive thinking skills, implementation skills, working and living skills in academic year 2018 is 88.86% and 94.08% in the academic year 2019. It has an increase 5.22%.

               The performance of the implementation of the model affects the educational institutions, administrators, teachers and learners are accepted by society. They received awards and certificates at the international, national and regional levels.
