บทคัดย่อ

ปัจจุบันมีสื่อที่น่าสนใจต่างๆ มากมายที่สามารถเข้าถึงได้บนอินเทอร์เน็ต เช่น การ์ตูน รูปวาด วีดีโอ เป็นต้น แต่ไม่ใช่ทุกคนจะสามารถเข้าถึงสื่อกลุ่มนี้ได้ โดยเฉพาะผู้พิการทางสายตา (Vision impairment or visual impairment) ซึ่งหมายถึง บุคคลตาบอด หรือบุคคลที่มีปัญหาเกี่ยวกับการมองเห็นในรูปแบบต่าง ๆ เช่น ตาบอดสี หรือผู้ที่มีปัญหาเกี่ยวกับกระจกตา ซึ่งเป็นผู้ที่มีสิทธิในการเข้าถึงอย่างเสมอภาค โดยปราศจากการเลือกปฏิบัติ ดังปฏิญญาสากลว่าด้วยสิทธิมนุษยชนแห่งสหประชาชาติ ค.ศ. 1948 (Universal Declaration of Human Rights 1948) ที่ว่า มนุษย์ทุกคนซึ่งรวมถึงคนพิการจะต้องมีความเท่าเทียมกันในทุก ด้าน ได้รับความคุ้มครองตามกฎหมายอย่างเสมอภาคกัน โดยปราศจากการเลือกปฏิบัติใด ๆ และมีสิทธิในการประกอบอาชีพ รวมถึงสิทธิพลเมือง สิทธิทางการเมือง สิทธิทางเศรษฐกิจ สังคม และวัฒนธรรม บทความฉบับนี้แสดงให้เห็นถึงการพัฒนาเทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้ที่มีปัญหาเกี่ยวกับการมองเห็น โดยมุ่งเน้นให้มีโอกาสเข้าถึงสื่อการ์ตูนออนไลน์ได้อย่างบุคคลทั่วไป ปัจจุบันพบว่าสื่อการ์ตูนสำหรับผู้มีปัญหาทางการมองเห็นมีช่องทางทั้งสิ้น 4 ช่องทาง ได้แก่ Alternative Text (ALT Text), Graphic Audio, เว็บไซต์ The Comics Empower, และหนังสือ Life A Tactile Comic for Blind People

An Equality of Media Accessibility: Comics with Vision Impairment

Nowadays, with the evolution of technology, online media, such as comics, cartoons, photos, and videos, has become unrestrictedly accessible. However, this Information is inaccessible for some groups of people, especially people with the visual impairment or the blind. The Universal Declaration of Human Rights 1948 stated that all human beings are born free and equal in dignity and rights Human rights, regardless of nationality, sex, national or ethnic origin, race, religion, language, or other status. This article focused on the development of information and communication technology, Online Comics Technology, for people with Visual Impairment through Alternative Text (ALT Text), Graphic Audio, The Comics Empower website, and Braille comic book “Life A Tactile Comic for Blind People”, in order to overcome this issue.
