STAKEHOLDER PERSPECTIVES ON THE COST-EFFECTIVENESS OF SETTING A RETIREMENT AGE FOR CIVIL SERVANT TEACHERS

This research article aims to 1) explore and analyze stakeholders’ perspectives on the system-level cost-effectiveness of determining the retirement age of civil servant teachers by considering the balance between tacit knowledge retention and fiscal burden; and 2) propose a retirement age model that generates cost-effectiveness and maximum benefits for sustainable human resource management in the civil service teacher system. This study employed a qualitative research methodology. Nine key informants were selected through purposive sampling and divided into three groups: three school administrators, three civil servant teachers approaching retirement age, and three newly appointed civil servant teachers from the Secondary Educational Service Area Office of Udon Thani. Data were collected through in-depth interviews, analyzed using content analysis, and validated through triangulation. The findings revealed that stakeholders agreed that the tacit knowledge of senior teachers constitutes highly valuable human capital for the education system. However, they held different views regarding financial cost-effectiveness. School administrators and senior teachers emphasized productivity and educational quality, whereas younger teachers emphasized budgetary efficiency and opportunities for workforce management. In addition, most stakeholders proposed a flexible approach in which retirement age should be determined based on individual competency assessment, with senior teachers repositioned as advisors or mentors in order to preserve tacit knowledge while controlling costs. The study indicates that retirement age determination should not rely solely on age criteria. Rather, it should be based on competency assessment and organizational context in order to create a balance among human capital quality, intergenerational equity, and fiscal sustainability. These findings can serve as evidence for future public sector human resource management policy formulation.
