ผู้บริหารสถานศึกษาเป็นกลไกสำคัญและเป็นตัวแปรสำคัญในด้านการจัดการศึกษาให้มีคุณภาพและมีอิทธิพลสูงสุดต่อคุณภาพของผลลัพธ์ที่เกิดจากการบริหาร ดังนั้น ผู้บริหารสถานศึกษาต้องมีภาวะผู้นำ มีความรู้เชิงทฤษฎี ความสามารถ มีทักษะ บทบาทหน้าที่ คุณธรรม และประสบการณ์ทางการบริหารการศึกษาให้ทันสมัยเหมาะสมกับการเปลี่ยนแปลงของโลกในศตวรรษที่ 21 หรือโลกยุคใหม่ เพื่อนำพาสถานศึกษาให้ประสบผลสำเร็จ สามารถสนองตอบต่อการแข่งขัน และทันสมัยเหมาะสมกับการเปลี่ยนแปลงของโลก
