The Effectiveness of the Village and Urban Community Fund Management in Thatako District, Nakhon Sawan Province

Abstract

The purposes of this research were ; 1. to study the opinion levels towards the effectiveness of the management of the village and community fund in Thatako District, Nakhon Sawan Province, 2. to study the comparisons the people’s opinions towards the effectiveness by considering the personal factors, and 3. to study problems, Threats and suggestions towards towards the effectiveness of the management of the village and community fund in Thatako District, Nakhon Sawan Province.

This research was the mixed method between quantitative and qualitative research. The quantitative research was a survey conducted with 383 from 8,928 members of the village and community fund in Thatako District, Nakhon Sawan Province.Quota random sampling was applied in this research, Taro-Yamane was used to arrange the sample group, questionnaire was used to collect the data and the entire confidence value was equal to 0.845. The data were analyzed by statistical package for the social sciences research and the descriptive statistics were Frequency, Percentage, Means and Standard deviation. The hypothesis was examined by T-test and F-test, they were used to for testing of variance as well as pair-wise comparison. One Way AVANO and Least Significant Difference were used for analyzing the data. For qualitative research, In-Depth Interview with 9 keys informants were used to analyze the data and using the structured interview form the context clues technique and using descriptive content analysis techniques.

The results revealed that:

1.  The opinion of members towards the effectiveness of the management of the village and community fund in Tha tako District, Nakhon Sawan Province was at high level (=3.59), considering each aspect found that all aspects were at high level sorted from descending order as follows : internal process (=3.59), financial   (=3.58), service   (=3.54) respectively.


2.  The results of comparison the members’ opinions towards the effectiveness of the management of the village and community fund in Thatako District, Nakhon Sawan Province by classifying the personal factors found that the different of genders, education levels, ages, statuses, careers, income and the loan’s purposes had no different opinions, therefore the hypothesis was rejected.


3.  Problems, threats, and suggestions from quantitative research found that the problems and threats were: 1) the local area context had different cultural traditions, 2) the members and the board did not follow the rules and regulations of the village fund Like to indulge themselves 3) when due to return the payment to the fund Members do not bring money back as informed to the members 15 days in advance and 4)the committee did not have consultations with members In order to acknowledge various problems.

The suggestions 1) should study the local area to learn the concept of tradition and culture in order to develop it until getting success, 2) the members have to follow the rules of the village fund and they have to follow the principles virtuous existence and moral virtues, 3) the members have to reimburse to the village fund on time as they are notified, 4) the board of committee and all members should discuss and solve the problems together in order to keep the fund working.
