The Guidelines for Development of The 21st Century Leadership Skills According to Dutiyapapanikasutta of School Administrators in Fah Udom School Group under Nakhon Sawan Primary Education Service Area Office 3

Abstract
The objectives of this research paper were 1) to study the state of leadership skills in the 21st century; and 2) to find a way to develop leadership skills in the 21st century according to Dutiyapapanikasutta of school administrators in Fah Udom School Group under the Nakhon Sawan Primary Educational Service Area Office 3. This was a mixed methods research. The population was the teachers and educational personnel of 23 schools, a total of 164 people in Fa Udom School Group, Tak Fa District, Nakhon Sawan Province under the Office of Nakhon Sawan Elementary Education Service Area 3. The sample was chosen by simple random sampling using the Krejcie & Morgan table. A sample of 131 participants and 7 key informants were obtained. A tool used in this research was a questionnaire with a confidence value of .98. The statistics used to analyze the data were frequency, percentage, mean, standard deviation and a semi-structured interview. Data were analyzed using content analysis techniques. The results of the research found that 1) in overall, leadership skills of the school administrators was at a high level; 2) guidelines for developing leadership skills according to Dutiyapapanikasutta were 2.1) Cakhuma is farsightedness and vision skill which the school administrators should be developed to know how to see the future that they wanted to happen to the organization, create and motivate members of the organization to look at the same goals; 2.2) Vidhuro is expertise and creativity skills which the school administrators should be developed to be able to analyze strengths, weaknesses, problems and obstacles. They should develop a comprehensive body of knowledge and train oneself to be proficient; 2.3) Nissayasampanno is the ability of human relations and communication skills which the school administrators should be developed to practice and develop speaking skills so that they can communicate to everyone in the same direction; and 2.4) In terms of cooperation skills, the school administrators should be developed to know the principles of good human relations, have the ability to reduce conflicts in the organization, make friends and work with transparency that can be checked.
