Management Guidelines of School Administrators in Phichit Primary Educational Service Area 1 according to Good Governance Principles

Abstract
The objectives of this research article were 1) to study the administrative conditions of school administrators in Phichit Primary Educational Service Area 1; 2) to compare the administrative opinions of school administrators classified by personal factors; 3) to present management guidelines of school administrators in Phichit Primary Educational Service Area 1 according to good governance principles. This was a mixed methods research. For quantitative research, tool used was a questionnaire. Data was collected from a sample group of 279 administrators and teachers using descriptive statistics such as frequency, percentage, mean, and standard deviation. Hypothesis comparison was testing by t-test and F-value test, One-way analysis of variance. In terms of qualitative research on management guidelines of school administrators in Phichit Primary Educational Service Area 1 according to good governance principles, key informants were 9 experts. The tool used was a semi-structured interview form by content analysis. The research results found that 1) administrators/teachers had opinions on the administrative conditions of school administrators as a whole at the highest level. Considering each aspect, it was found that the highest average was budget management, followed by personnel management. The lowest average was general administration; 2) the results of comparing opinions on the administrative conditions of school administrators classified by personal factors found that they were not different except for the comparison in terms of age, they were different with statistical significance at the .05 level; and 3) the management guidelines of school administrators in Phichit Primary Educational Service Area 1 according to good governance principles found that in the field of academic administration, there should be joint planning and implementation of curriculum improvements along with checking the quality of the curriculum; in terms of personnel management, duties should be defined and tasks assigned based on knowledge, ability, equality, building morale and working as a team; in the aspect of budget management, budget should be allocated according to the operational plan in accordance with regulations, finances, supplies, and auditable with efficiency and effectiveness; in general administration, there should be coordination, promotion of building relationships, mobilizing resources, and building cooperation with all sectors.
