Development Guidelines of Educational Resource Administration of Vocational Colleges under the Kamphaeng Phet Provincial Vocational Education Office

Abstract

The objectives of this research article were 1) to study the conditions and problems of educational resource management of vocational colleges under the Kamphaeng Phet Provincial Vocational Education Office; 2) to compare the educational resource management of vocational colleges; and 3) to find ways to develop the educational resource management of vocational colleges. It was a mixed methods research. The sample group included 14 school administrators, 161 teachers, and 17 experts. The research instruments included questionnaires, check Lists, 5-level rating scales, and multiple-choice items. Data were analyzed by means, standard deviations, frequencies, and content analysis. The research results found that 1) the conditions and problems of educational resource management of vocational colleges under the Kamphaeng Phet Provincial Vocational Education Office were at a high level. The overall problems of resource management were at a high level; 2) comparison of the conditions of educational resource management of vocational colleges under the Kamphaeng Phet Provincial Vocational Education Office, classified by educational qualifications and work experience, overall were not different and in each aspect; 3) guidelines for the development of educational resource management of vocational colleges under the Kamphaeng Phet Provincial Vocational Education Office found that 3.1) in terms of personnel, guidance should be provided regarding work objectives related to the organization, organizational culture, and emphasis on the ethics of being a teacher; 3.2) in the aspect of materials and equipment, a meeting should be held and a list of names of committee members appointed as representatives to analyze the necessity of purchasing materials; 3.3) budget aspect, a budget should be prepared to manage urgently needed tasks; 3.4) management aspect, there should be cooperation with other agencies or organizations to jointly develop management; 3.5) buildings aspect, memorandums of understanding should be made with other educational institutions to borrow buildings for joint educational purposes; and 3.6) information technology aspect, there should be an information center for each agency to use technology in a timely manner and to send personnel to attend continuous training.
