Administration Model based on Good Governance of Primary School Administrators, Phitsanulok Primary Educational Service area Office 1

Abstract

The purposes of this research article were 1) to study the administrative conditions; 2) to create a model; and 3) to evaluate the administrative models of primary school administrators under the Phitsanulok Primary Educational Service Area Office 1 based on good governance. It was a mixed-method research consisting of phase 1 with 25 key informants. The research instruments were interview forms, and phase 2 with focus group discussion, of 9 experts. The research instruments were focus group discussion. Data analysis was conducted by content analysis. Quantitative research in phase 3 was the 15 experts. The research instruments were assessment forms, frequency and percentage. And descriptive research results were presented. The research results found that 1) administrative conditions, namely 1.1) academic administration, all aspects of good governance were important for administration, 1.2) in the aspect of budget management, the ministry's regulations and rules must be adhered,  1.3) in terms of personnel management, It was believed that the principles of morality or religious principles will lead to legitimacy, 1.4) in general management according to the principle of responsibility, many things were under the responsibility of the administrators; 2) in terms of model creation, it was found that 2.1) academic administration models according to the principle of participation had 7 approaches, 2.2) in the aspect of budget administration models according to the rule of law, transparency and value for money had 13 approaches, 2.3) personnel administration models according to the principle of morality had 8 approaches, and 2.4) general administration models according to the principle of responsibility had 7 approaches; 3) for model evaluation, it was found that 3.1) academic administration models according to the principle of participation, 3.2) budget administration models according to the rule of law, transparency and value for money, 3.3) personnel administration models according to morality, 3.4) general administration models according to the principle of responsibility were at a very good level in all aspects.
