A study of the Problems and Needs of the Community Regarding the Participatory Development of a SIA Model in Government Road Development Projects: A Case Study of Surat Thani Province

Abstract

The purposes of this qualitative research were to study the problems and needs of the community in developing a participatory Social Impact Assessment (SIA) model for road development projects by government agencies in Surat Thani Province. The research was conducted through document analysis of 30 related research papers and in-depth interviews with 35 stakeholders. Data was analyzed using content analysis and triangulation. The research findings revealed that six major problems facing the community: 1) inadequate communication and access to project information; 2) lack of participation in the decision-making process; 3) environmental impacts, particularly air and noise pollution; 4) traffic congestion and travel safety issues; 5) transparency in project implementation and budget spending; and 6) impacts on community lifestyles and the economy. The key community needs included 1) a transparent communication system and genuine participation in decision-making were needed, 2) measures to mitigate environmental impacts and noise pollution were required; 3) safe temporary routes during construction were needed; 4) transparency in project implementation and a real-time impact monitoring system were needed; 5) support for employment and access to economic resources was needed; and 6) promotion of local culture alongside development was needed. The research results led to the development of the "SIA-PIC-I" model, which consisted of six main components, namely sustainable infrastructure development, communication and public participation, accountability and transparency, public safety and health, economic and cultural strength of the community, and stakeholder participation. This model served as a guideline for social impact assessment that emphasized community participation and sustainable mitigation of negative impacts.
