Abstract

This academic article aimed to study and present the 21st century competencies of world-class standard school administrators under the Office of the Basic Education Commission through the analysis and synthesis of relevant academic documents, concepts, theories, and research. The study found that the competencies of the 21st century competencies of world-class standard school administrators under the Office of the Basic Education Commission must be integrated competencies linking three levels: core competencies such as achievement orientation and teamwork; job-specific competencies such as English language proficiency and educational quality assurance; and administrative competencies such as leadership, vision, and quality management systems. In addition to core competencies, school administrators must also possess competencies aligned with global dimensions, with a special focus on five interconnected components that systematically drove the school towards sustainable excellence and international standards, namely 1) academic leadership that promoted holistic learning; 2) strategic management for sustainable organizational development; 3) digital technology and innovation skills for educational management; 4) ability to communicate and manage international relations; and 5) development of professionalism and ethics in administration. However, four significant limiting factors were identified as problems related to students, teachers and personnel, administrators and management, and the overall education system. This article therefore presented guidelines for developing these competencies so that administrators can drive schools towards sustainable excellence in the 21st century.
