Development of an Innovative Characteristic Measurement Tool for Teachers under the Office of the Educational Service Area

Abstract

The purposes of this research article were 1) to develop an innovative characteristic measurement tool for teachers under the Office of the Educational Service Area; 2) to examine the quality of an innovative characteristic measurement tool for teachers under the Office of the Educational Service Area. The research was conducted using a quantitative research method. The sample consisted of 210 teachers under the Office of Educational Service Areas from 4 regions, obtained through multi-stage random sampling. The research instrument was a 24-item measurement tool for the innovative characteristics of teachers. Data were analyzed using mean, standard deviation, discrimination index, reliability, and confirmatory factor analysis. The research findings revealed that 1) an innovative characteristic measurement tool for teachers under the Office of the Educational Service Area consisted of 5 components: creativity, collaboration skills, courage to experiment, commitment to development, and creative use of technology skills, totaling 24 items. These items covered the important characteristics of innovative teachers in the educational context; 2) the results of the instrument quality inspection showed that it had appropriate content validity, with an Index of Content Validity (IOC) between 0.67–1.00, a discrimination index between 0.250–0.365, and an overall reliability of 0.97. Furthermore, the measurement model was consistent with the empirical data (χ² = 240.035, df = 219, p = .1572, CFI = .995, TLI = .993, RMSEA = .055, SRMR = .028), indicating that the instrument was appropriate, reliable, and can be effectively used to measure the innovative characteristics of teachers.
