Local-Phenomenon-Based Learning Management to Promote Environmental Action Competency on the Topic of Local Water Resources among Grade 5 Students

This research aimed to 1) examine guidelines for local-phenomenon-based learning management, and 2) investigate the outcomes of environmental action competency achieved through local-phenomenon-based learning management. This was classroom action research with a target group of 26 Grade 5 students, purposively selected from a medium-sized primary school in Phitsanulok Province, during the second semester of the 2025 academic year. The research instruments comprised 1) three lesson plans, 2) a learning reflection form, 3) activity worksheets, and 4) an environmental action competency assessment form. Data were analyzed using mean percentage, with data credibility verified through triangulation. The results showed that 1) the guidelines for local-phenomenon-based learning management comprised 7 steps: selecting relevant local phenomena occurring within students' communities; stimulating interest using media presenting local phenomena and thought-provoking questions; planning inquiry, in which students collaboratively designed and planned data inquiry prior to field investigation using Google Maps technology; collecting and analyzing data through field investigation of local phenomena; applying knowledge to new situations by using knowledge and experience from field investigation to explain new situations; extending knowledge by creating mind maps from findings and disseminating results to the community; and reflecting on learning through written reflection and knowledge sharing; and 2) regarding students' environmental action competency, findings showed that after learning, students' environmental action competency progressively increased across action research cycles—at a fair level in Cycle 1, a moderate level in Cycle 2, and a good level in Cycle 3—with the overall post-instruction evaluation of environmental action competency development at a very good level.
