Morality and Ethics of Educational Administrators under the Office of the Basic Education Commission, Ministry of Education

Abstract
The purposes of this research article were 1) to study the components of ethics and morality of educational administrators under the Office of the Basic Education Commission, Ministry of Education; 2) to create a model of ethics and morality for educational administrators under the Office of the Basic Education Commission, Ministry of Education; and 3) to evaluate and validate the model of ethics and morality of educational administrators under the Office of the Basic Education Commission, Ministry of Education, that was appropriate, consistent, useful, and feasible. This research used a mixed-methods approach, combining quantitative and qualitative research. The sample consisted of 280 educational administrators from the educational service areas. Key informants were selected using purposive sampling, divided into two groups: Group 1 with 13 individuals and Group 2 with 9 individuals. The data collection instrument was a questionnaire with a reliability coefficient of .986. The statistics used for data analysis included frequency, percentage, standard deviation, exploratory factor analysis, indirect interviews with experts, and content analysis. The research findings revealed that 1) the ethical and moral components of educational administrators under the Office of the Basic Education Commission, Ministry of Education, consisted of 6 dimensions; 2) the ethical and moral model for educational administrators under the Office of the Basic Education Commission, Ministry of Education, comprised 6 dimensions and 18 guidelines; and 3) the results of evaluation and confirmation of the ethical and moral model of educational administrators under the Office of the Basic Education Commission, Ministry of Education were appropriate, consistent, beneficial, and feasible.
