Historical Interpretation of Public Administration and Governance in Thailand

Abstract
This article proposes approaches for the historical interpretation of paradigms and shifting points in Thailand’s public administration and governance. The paper also examines how the effects of the 1997 Asian Financial Crisis led to public sector reform guided by principles of New Public Management and good governance, which also exist in other horizontal and vertical forms of governance. Nevertheless,the article adderts that the study of public administration cannot separate out knowledge from international relations studies and other disciplines in social science. Furthermore, the specific contexts of developing countries need to considered because Southeast Asia was colonized, resulting in a lack of citizen participation and a gap between the Eastern and Western civilizations. Therefore, public administration study must not disregard social, cultural, and historical dimensions.
