การตีความทางประวัติศาสตร์ของการบริหารภาครัฐ และการอภิบาลในประเทศไทย

บทคัดย่อ
บทความนี้ นำเสนอแนวทางการตีความทางประวัติศาสตร์ต่อกระบวนทัศน์ และจุดพลิกผันของการบริหารภาครัฐไทยและการอภิบาล เพื่อทำความเข้าใจผลกระทบของวิกฤติการเงินเอเชียในปี ค.ศ. 1997 เพราะทำให้เกิดการปฏิรูปภาครัฐและถูกครอบงำอยู่ภายใต้สองหลักการ คือ การจัดการภาครัฐใหม่และการอภิบาลที่ดี ทั้งยังปรากฏให้เห็นการอภิบาลในรูปแบบอื่นที่เป็นความสัมพันธ์ทั้งแนวราบและแนวดิ่ง อย่างไรก็ตามบทความนี้ ชี้ให้เห็นว่าการศึกษาการบริหารภาครัฐไม่สามารถแยกองค์ความรู้ออกจากการศึกษาความสัมพันธ์ระหว่างประเทศและแขนงวิชาอื่นในสังคมศาสตร์ ที่สำคัญต้องพิจารณาบริบทเฉพาะของประเทศกำลังพัฒนา เนื่องจากในภาคพื้นเอเชียตะวันออกเฉียงใต้เคยอยู่ภายใต้อาณานิคม ส่งผลให้พลเมืองขาดการมีส่วนร่วมและเกิดช่องว่างทางอารยธรรมระหว่างตะวันตกและตะวันออก ดังนั้นการศึกษารัฐประศาสนศาสตร์ จึงไม่สามารถละเลยมิติทางสังคม วัฒนธรรม และประวัติศาสตร์ ไปได้
