The good governance for the management of secondary school in Buriram province

Abstract
The good governance for the management of secondary school in Buriram province aim 1 ) to study the principles of good governance in the educational administration of secondary schools in Buriram Province 2) to study guidelines for enhancing the principles of good governance in the educational administration of secondary schools in Buriram Province. 3 ) to recommend the principles of good governance in the educational administration of secondary schools in Buriram Province with the following procedures: (1) Defining research issues in accordance with the research objectives and research problems that need to be revealed ( 2) Determining the database used in the study, consisting of a database obtained from the Primary Sources, including the Tipitaka Scriptures, Commentary or Petition to the lower level followed by the Secondary Sources such as books, documents, other articles, thesis and correspondence as such (3) Synthesizing pieces of information through attenuation of information based on selected points related to the variable studies to make sure the information is correct according to pieces of information obtained from various sources performed to accumulate information on the same subject. Consequently, the data was then analyzed in order to gain new knowledge from filtering, organizing the information system by classifying and interpreting it resulting in achieving spiritual well-being through the merit-making process of Elderly people who come to observe the Buddhist temples in Buriram Province. In this research the researcher made used of the Mixed Methods Research resulting in the following conclusions:
1 . The study of the principles of good governance in the educational administration of secondary schools in Buriram Province indicated that the leaders' work in adherence to good governance applied the principles in their administration work in accordance with the principles of democracy attached to the majority. In other words, the voices of the teachers and school committees as a guideline in setting up a policy for the development of educational institutes are strengthened with peaceful well-being and equality in all sectors of work, consisting of 1) the rule of law 2) the moral principles 3) transparency 4) participation 5) responsibility 6) value principles 2. Guidelines for enhancing good governance in the administration of secondary schools in Buriram Province can be summarized as follows: campaigning for administrators and educational personnel to apply the principles of good governance to the management of the organization very seriously; creating awareness of all personnel to be responsible for their duties and to comply with strict and clear laws, rules and regulations in the management. There is training on morality and ethics involved. There are also activities that create unity with each other; emphasizing work by focusing on the interests of educational institutions as a principle; adhering to correctness and virtue, as well as encouraging personnel to develop themselves simultaneously; operating in the form of building tools, clear rules and regulations for assessing tasks, being dedicated to work and having a public mind. Management should set clearly written policy with master plan to be able to implement the policy in concrete practice with equal opportunities provide for personnel to participate in collaboration and operations with transparent and verifiable in developing human resources in order to make the most efficient use of resources for speedy efficiency and effectiveness of the development management. 3. As a result, the principles of good governance were well recommended in the administration of secondary schools in Buriram Province. It revealed that the condition of using the principles of good governance in the administration of secondary schools in Buriram Province had met an overall practice at a high level ( X = 3 .94 ) when considering each aspect, it was discovered at a high level in all aspects. The area with the highest level of action was the rule of law (X = 3.94), followed by the virtue (X = 3.90) and the responsibility (X = 3.86), respectively. Value principle (X = 3.84) with a comparison results classified by position, had met an overall aspect with a statistically significant difference in practice at .01 level except for moral principles, there were statistically significant differences of practice at .05 level, testing the dual differences of the state of governance in the administration of secondary schools in Buriram Province, classified by school sizes. Meanwhile, the principles of participation were statistically significant differences of opinions at the .05 level, with the opinions of personnel working in small educational institutions differed from those of medium and large educational institutions. As far as personnel working in medium-sized educational institutions and personnel working in large educational institutions were concerned, the opinions did not similar in any way.
