Abstract
The objectives of this study were 1) to examine the need for manuals, 2) to determine whether or not manuals are necessary, and 3) to evaluate the use of the manuals. The researcher implements the research and development to conduct this study in three steps as follows. Step 1 was used to study the need for a manual.The sample consisted of 176 school administrators and staff by using the questionnaire. Step 2 was used to develop a manual to assess the consistency of the manual by five qualified persons. Step 3 was used to evaluate the use of the manual. The sample consisted of 30 school administrators and staff using a test and a suitability assessment form. Data were analyzed using percentage, mean, standard deviation and statistical test values. The research findings were as follows. 1) the need for manuals at the highest level The planning aspect determines the demand for inventory with the highest demand followed by the procurement of supplies, contract management and inspection of inventory, control and distribution of supplies, other components that need to be included in the manual and essential matters according to the laws and regulations governing government supplies managemen. 2) the results of the development of the manual. Creating content consists of two parts: 1) Objectives, Instructions for Using the Manual 2) The essence of the laws and regulations governing government supplies management and administrative processes. The appendix consists of reference documents and document forms for government supplies management which examine the manual by five experts. The consistency index was found to be 1.00 in all aspects. And 3) Using the manual was that the knowledge and understanding in using the manual were higher than the average before the trial with statistical significance at the .05 level at the highest level. The style aspect has the highest level of suitability.
