GUIDELINES FOR THE INSTRUCTIONAL LEADERSHIP IN 21 CENTURY DEVELOPMENT FOR SCHOOL ADMINISTRATORS UNDER SURIN PRIMARY EDUCATIONAL SERVICE AREA OFFICE 3

Abstract
The purpose of Research on the Guidlines for the Instructional Leadership in 21 Century Development for School Administrators under Surin Primary Educational Service Area Office 3 were 1) to study the composition of instructional leadership in the 21st century. 2) to study the current situation and the needs for instructional leadership in the 21st century for School Administrators under Surin Primary Educational Service Area Office 3. 3) to study the guidelines for the development of instructional leadership in the 21st century for School Administrators under Surin Primary Educational Service Area Office 3 by using research and development including 3 phases. The results of the research were as follows: 1) Components of instructional leadership in the 21st century of school administrators under the Surin Primary Educational Service Area Office 3 consist of 5 components, 31 sub-components: 1) having a modern vision with 6 Subcomponent 2) Use of technology and innovation for teaching and learning, consisting of 6 subcomponents, 3) Curriculum Development and Instructional Management, consisting of 6 Subcomponents, 4) Building a Learning Network, 7 Subcomponents, 5) Human resource development has 6 sub-components. The evaluation results by the experts found that the appropriateness was at the highest level. 2) The overall current situation and needs of Instructional Leadership in 21 Century Development for School Administrators under Surin Primary Educational Service Area Office 3. We found the current situation of instructional leadership of School Administrators under Surin Primary Educational Service Area Office 3.The following three aspects at the highest level: Curriculum and teaching management, teaching management using technology and innovation, personal development, learning network and modern vision respectively. The overall needs of Instructional Leadership in 21 Century Development for School Administrators under Surin Primary Educational Service Area Office 3. was at a high level. The element could be sorted in descending order as: 1) Development of curriculum and teaching management. 2)The use of technological and innovative teaching 3) learning networks, respectively. 3) Guidelines for developing instructional leadership in the 21st century for school administrators Under the Surin Primary Educational Service Area Office 3, the development guidelines are as follows: 1) Having a modern vision, the guideline is that the administrators must analyze the environmental factors. both outside and inside the school to be used to define the vision School missions and objectives Strategic plans To be up-to-date to accommodate changes in the 21st century 2) Building learning networks The guideline is that administrators must build a network of cooperation with various departments in 3) Personnel development, the approach is that administrators must organize a system to inform academic work and teaching and learning in accordance with the learning management guidelines in 21 century in a variety of formats 4) Curriculum development and teaching and learning management as well as to encourage and encourage teachers and personnel to carry out teaching-learning activities according to the curriculum in accordance with 21st century skills; and 5) the use of technology and innovation for teaching and learning. Personnel use cutting-edge information and communication technology (ICT) in learning management and classroom management to develop 21st century learner skills.
