Abstract

This thesis has the objectives of 1) Study and analyze problems and obstacles of the policy and legal measures to reduce drug use in Thailand and foreign countries. 2) Study and analyze the comparison of policies and legal measures to reduce the harm from drug use in Thailand with foreign countries including Portugal, Netherlands, and Switzerland. And 3) Analyze legal feasibility in amending the legal measures in each place as an alternative measure to solve drug problems. The way to research this is the education research quality manner by studying conceptual documents, theories, and laws both in Thailand and abroad. Related to Legal Measures to Reduce the Harm from Drug Use as an alternative Measures to solve drug problems. The results of the study that Drug offenses should only apply to criminal individuals. Preventive measures should be focused primarily on medical and public health work. Criminal offenses for drug users must be reduced, for example, by using legal, public health, and administrative measures to control them instead. Certain types of drugs are permitted by volume control. A registered drug user or drug addict who depends on drugs Drug addiction treatment is available from a doctor. Along appropriate relief of criminal penalties. As an alternative to solving drug-related offenses Including the use of various legal measures that support the reduction of violence in drug cases. There includes allowing drug users or dependent patients to enter alternative measures instead of imprisonment. So that the patient who are dependent on drugs to receive treatment in various ways, including having a drug addiction room as a guideline that Thailand can continue to do in future will see that decriminalization This is to reduce the risk at the root cause and solve the drug problem.
