EDUCATIONAL RESOURCE MANAGEMENT IN SCHOOL UNDER NAKHON PHANOM PRIMARY EDUCATIONAL SERVICE AREA OFFICE 2

Abstract

The objectives of this study were to: 1) identify the components of educational resource management, 2) develop management indicators of educational resource, 3) examine the congruence of develop management indicators of educational resource structural model with empirical data, and
4) construct a manual development of educational resource management indicators in schools under Nakhon Phanom Primary Educational Service Area Office 2. The study was divided into four phases: phase 1 was the intensive review of educational resource management in schools, phase 2 was the development of management indicators of educational resource, phase 3 was the examination of the developed management indicators of educational resource structure model, and phase 4 was the construction of a manual of Management Indicators of Educational Resources. The data were collected from 500 administrators and teachers of schools under Nakhon Phanom Primary Educational Service Area Office 2. The participants were recruited based on Multi-stage Random Sampling. The instrument used in the study was a 5- rating scale questionnaire with validity index between 0.60 - 1.00, discrimination power index between 0.66-0.84 and reliability index was at 0.99. The collected data were analyzed using statistical software program. The findings revealed that: 1. The educational resource management in schools under Nakhon Phanom Primary Educational Service Area Office 2 comprised four fundamental elements,namely 1) Personnel Resource Management 2) Materials Resource Management 3) Budget Resource Management and 4) Building Management 2. The educational resource management indicators in schools under Nakhon Phanom Primary Educational Service Area Office 2 comprised four fundamental components, 16 sub-components, and 67 indicators which could be distinguished as 23 indicators in Personnel resource management, 10 indicators in Materials resource management, 22 indicators in Budget resource management, and 12 indicators in Building management. 3. The management structural model of educational resource indicators in schools under Nakhon Phanom Primary Educational Service Area Office 2 congruent with empirical data with Chi-square value = 40.69, degree of freedom (df) = 50, statistical significance (P-value) = 0.82342, Goodness of fit index (GFI) = 0.99, Root Mean Square Error of Approximation (RMSEA) = 0.000 and Critical N (CN) = 575.27 and the factor loading of 67 indicators was between 0.30-0.49. 4. The manual of educational resource management indicators in schools under Nakhon Phanom Primary Educational Service Area Office 2 was appropriate highest level.
