SUFFICIENCY ECONOMIC PHILOSOPHY TO CREATE STRATEGIC DEVELOPMENT FOR RISK GOVERNANCE MANAGEMENT OF OFFICE OF THE ARMY COMPTROLLER (OAC) ROYAL THAI ARMY

Abstract
The purposes of this research were to; Study and search for information about the risk management context as a factor in strategic risk management proposals according to the Sufficiency Economy Philosophy of the Office of the Permanent Secretary of the Army and to create a risk management strategy according to the Sufficiency Economy Philosophy of the Office. Permanent Secretary of the Royal Thai Army This research format is qualitative research and prospective research using the Delphi technique, theoretically based on area, 2 rounds with in-depth interviews. and a questionnaire developed from a consensus obtained from 18 government and private sector experts and both Thomas Macmillan (1971) and Mary Bradford Ivey & Allen E. Ivey (2008) with specific selection. Data analysis used descriptive statistics, median, interquartile range. From the study it was found that Applying the Sufficiency Economy Philosophy and the King's Science is understanding, accessing, and developing the PMQA 4.0 criteria. Must achieve 6 results and creating Best practice. Results of the study including discussion of the results yielded 2 Best practices of the strategy. Risk management is 1) Best practice. Driving the PMQA 4.0 criteria from the Basic level, applying it to advance understanding, applying it to accessibility and Significant excellence. Continuous development achieves 6 results according to each of the 7 categories of the PMQA 4.0 criteria. and Best practice in achieving the results of development towards bureaucracy 4.0
