THE PROCEDURE FOR MONITORING OPERATIONAL OUTCOMES IN ACCORDANCE WITH THE WEANG NANG SUBDISTRICT MUNICIPALITY DEVELOPMENT PLAN, MUEANG MAHA SARAKHAM DISTRICT, MAHA SARAKHAM PROVINCE

Abstract

The evaluation of project outcomes in the Waeng Nang Subdistrict development plan has not yet been systematically implemented, resulting in a lack of informational data for decision-making in future projects. This research aims to 1) analyze the operational process for monitoring the outcomes of the municipal development plan, and 2) develop an operational process for monitoring the outcomes of the Waeng Nang Subdistrict Municipality development plan in Mueang Maha Sarakham District, Maha Sarakham Province. The results of the research found that. 1.The proposed development process for monitoring outcomes of the Waeng Nang Subdistrict Municipality development plan includes the following steps: 1) Defining the scope and analyzing stakeholders; 2) creating an outcome chain (outcome map); 3) selecting indicators, collecting outcome data, and evaluating the value; 4) assessing related impacts by defining "financial proxies"; 5) calculating the Social Return on Investment (SROI); 6) presenting analysis and monitoring results. 2. As a result, the Waeng Nang Subdistrict Municipality needs to adjust the implementation format according to the capabilities of its personnel and the municipality's readiness. The system should be continuously improved for greater efficiency in the following years, ensuring effective monitoring of outcomes that will benefit the public services provided by the Waeng Nang Subdistrict Municipality.
