A MODEL OF EDUCATIONAL MANAGEMENT TO ENHANCE STUDENT COMPETENCIES IN THE 21st CENTURY IN SCHOOLS UNDER THE OFFICE OF PRIMARY EDUCATIONAL SERVICE AREA, PATHUM THANI PROVINCE

Abstract

The purposes of this study were: 1) to identify the causal factors influencing the management of education for the development of 21^st century student competencies; 2) to examine the consistency of the structural equation model of these causal factors with empirical data; and 3) to assess the educational management models designed for this purpose. The research was conducted in two phases. In the first phase, a causal factor analysis was performed using questionnaires distributed to 300 teachers. The consistency of the structural equation model was then tested against empirical data. The data were analyzed using statistical methods, including Structural Equation Modeling (SEM). In the second phase, a model for managing education to enhance student competencies was developed through a Focus Group discussion with seven experts. The draft model was then evaluated for its suitability and feasibility by 30 stakeholders. The data from this phase were analyzed using frequency, percentage, mean, and standard deviation. The findings of this study were as follows. 1 The causal factors influencing the educational management for developing 21^st century student competencies in schools under the Primary Educational Service Area Office of Pathum Thani Province comprise four key variables: personnel factors, focusing on knowledge and skills; school factors, including financial management and budgeting, and school policy; and external factors, such as community conditions and economic status. 2) The structural equation model of the causal factors influencing educational management for developing 21st century student competencies aligns well with the empirical data. 3) The evaluation of the educational management model for developing 21^st century student competencies in schools under the Primary Educational Service Area Office of Pathum Thani Province indicates that the model is highly accurate and appropriate and also highly feasible
