THE DEVELOPMENT OF MANUAL FOR OFFERING VOCATIONAL PROGRAME IN AGRICULTURE

Abstract
This research aimed (1) to investigate the problems in the process of obtaining approval for offering vocational education programs in the field of agriculture, and (2) to develop a manual for the approval process of such vocational education programs. This study aims to address the challenges encountered in the process of obtaining approval to offer new fields of study within vocational education curricula at the Certificate of Vocational Education and Higher Certificate of Vocational Education levels, specifically in the field of Agriculture or Agriculture and Fisheries. The study examined problems using documentary analysis of past approval applications and in-depth interviews with key informants, including document reviewers and practitioners at Agricultural and Technology Colleges, to validate the identified problems. The data were analyzed using content analysis and analytic induction. The findings were then used to develop a manual for the approval process. The draft manual was evaluated by experts in vocational education curriculum approval through a focus group discussion. The quality of the manual was further assessed by actual practitioners at Agricultural and Technology Colleges using an evaluation form based on the JCSEE standards. The findings revealed that the main problems in the approval process stemmed from a lack of knowledge and understanding among college personnel in preparing, collecting, and analyzing data, as well as in reporting and project writing. Additionally, operational planning was found to be inconsistent with the timelines required for the approval process. The developed manual was created based on the extracted issues and recommendations from experts and consists of the following components: (1) introduction, (2) glossary, (3) process, (4) documentation, (5) evaluation criteria, (6) sample forms, and (7) appendix. The quality evaluation by actual users showed that the manual is highly feasible, useful, appropriate, and accurate, with an overall average score of 4.94 and a standard deviation of 0.15. It is therefore considered highly practical and applicable for use within the Office of the Vocational Education Commission.
