Abstract
The Office of the Vocational Education Commission (OVEC) has offered Bachelor's degree programmes in technology or practical arts at Institutes of Vocational Education and Institutes of Vocational Education for Agriculture since 2013, aiming to produce highly competent practice-oriented graduates who meet the country's manpower needs. Under the 2024 Vocational Education Qualifications Standards for the Bachelor's Degree in Technology or Practical Arts and the 2022 Ministerial Regulation on Higher Education Curriculum Standards, every programme is required to maintain a quality assurance system and to track genuine student learning outcomes in a verifiable manner. OVEC therefore issued the 2025 Notification on Internal Quality Assurance Guidelines at the Programme Level for the Bachelor's Degree in Technology or Practical Arts, adopting the ASEAN University Network Quality Assurance (AUN-QA) criteria as the framework for programme-level quality assurance. The framework comprises eight criteria, ranging from expected learning outcomes to programme output and outcomes, together with an assessment committee mechanism and a systematic approach to evidence preparation. This article presents the background, principles, and significance of this quality assurance process in order to build shared understanding for driving the quality of Thailand's vocational bachelor's degree education to be recognised both nationally and within the ASEAN region.
