FROM POLICY TO IMPLEMENTATION : CASE STUDY OF EXPORTING THAI TIP HERBAL TOOTHPASTE TO THE NIGERIAN MARKET

Abstract

The objective of this research was [1] to study the process of an implemention policy [2] to study and collect the factors that impact success and/or failure of implementation policies. The rearch was done using qualitative research by applying the theory of public policy implementation plus the process of implemention policy of Alexander : PPIP Model which consists of four steps and three linkages: Step 1 : stimulus Step 2 : policy development Step 3 : program design Step 4 : implementation, linkage factors are compounds of Link 1 : policy formation environment Link 2 : program specification Link 3 : field implementation environment              Findings affecting the policy were the factors on economic, social, political, legal and technological environments that originated from the policy formation of the Thai and Nigerian government as follows ; [1] the Thai government sector : (1) the standard formulation of the Thai herbal toothpaste ingredients for export (2) the time frame of product registration (3) the time frame of testing of Thai herbal toothpaste ingredients in a laboratory before it becomes an export product (4) the standard formulation of the toothpaste manufacturing plants (5) the objection of the Nigerians to the policy of the Thai government; (6) government assistance          [2] the Nigerian government sector : (1) ingredient formulation of herbal toothpaste (2) measures relating to advertising conditions (3) government intervention (4) opposition to the importing of goods from abroad (5) support of credit loans according to government policy (6) measures of regulations plus time frame for product registration (7) technology for product testing [3] factors causing the failure of exporting found that (1) measures of the standard formulation of herbal toothpaste ingredients differ between Nigeria and Thailand (2) the time frame for toothpaste registration in Nigeria is long due to the fact that the process is complicated and includes several steps. (3) It requires a large budget for product registration with NAFDAC as well as becoming an import goods agent (4) the words herbal toothpaste is not permitted to appear on packaging for sale in Nigeria. (5) Distributor in Nigeria is not supported a credit loan by financial institutions.
