Abstract

The  purpose  of  this  study  was  to study success factors in human resources development in government agencies, case study: Department of Groundwater Resources Ministry of Natural Resources and Environment. The sample was selected using Cluster Sampling for operation and management of the Department of Groundwater Resources Ministry of Natural Resources and Environment by selecting the central agency within the Department of Groundwater Resources, Bangkok then using Simple Random Sampling for 420 people. The instruments used were questionnaires to evaluate the factors contributing to the success of human resources development. Data were analyzed using frequency distribution, percentage, mean, and standard deviation. The study suggested that success factors in human resources development in government agencies, case study: Department of Groundwater Resources Ministry of Natural Resources and Environment, in overall worker aspect was found to be high level. The administrators in general found that there was a moderate level of opinion and the organizations or agencies as a whole had a moderate level of opinion.
