THE MODEL FOR TEACHER ENFORCEMENT TO MORALITY AND ETHIC SCHOOL IN NORTH EASTERN REGION BY OFFICE OF THE OMBUDSMAN IN THE CONTEXT OF PRANGKU SCHOOL, PRANGKU DISTRICT, SISAKET

Abstract
The model development for teacher enforcement to morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School, Prangku District, Sisaket has purposes as follows: 1) to analyze the process which help schools to reach the being of morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School; 2) to make draft of model of teacher enforcement to morality and ethic school; 3) to demonstrate the model for teacher enforcement to morality and ethic school; and 4) to study factors which related to the model for teacher enforcement to morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School, Prangku District, Sisaket by research and development process with 60 teachers. The author applied Non-Randomized Control Group Pretest-Posttest Design to the experiment together with experimental group and controled group by learner ability assessment as learner-centerd class management, and satisfactory assessment was done by t-test.
Research results:The analysis of the process helped schools to reach the being of morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School, Prangku District, Sisaket.The making draft of the model development for teacher enforcement to morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School, Prangku District, Sisaket can empower teachers to manage class as learner-centered and to develop teachers to have knowledge, skills and experience by their physicality and mind to build up self-confidence, and self-controlling with these principles: 1) individual preparing with relaxing climate, working participation and good relationship; 2) increasing the realizing to define their own way of life which increasing good image for themselves; 3) encouraging teachers to have knowledge, skills and experience to exchange idea and challenge the real practicing; and 4) encouraging teacher to express their knowledge, skills and experience to manage the class with learner-centered by semantic model: principle, objectives, content structure, methods and assessment.The study of results from the experiment of the model for teacher enforcement to morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School, Prangku District, Sisaket
showed teachers’ satisfaction about teacher enforcement for their work to develop working competency with the idea of learner-centered in high level (= 4.23). The study of factors which related to the experiment of the model for teacher enforcement to morality and ethic school in North Eastern Region by Office of the Ombudsman in the context of Prangku School, Prangku District, Sisaket, the experimental group thought that there was appropriateness both perspective and eah element of model.
