ผลกระทบขององค์ประกอบการทุจริตคอร์รัปชั่นเชิงนโยบายต่อการกำหนดนโยบายสาธารณะขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับปัจจัยการทุจริตทุจริตคอร์รัปชั่นเชิงนโยบาย และปัจจัยการกำหนดนโยบายสาธารณะ และ 2) รูปแบบโครงสร้างความสัมพันธ์ขององค์ประกอบการทุจริตคอร์รัปชั่นเชิงนโยบายที่มีอิทธิพลต่อการกำหนดนโยบายสาธารณะ กลุ่มตัวอย่างในวิจัย คือ ข้าราชการ ลูกจ้างประจำ และพนักงานจ้างขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ จำนวน 500 คน ผ่านการสุ่มแบบหลายขั้นตอน ใช้แบบสอบถามเป็นเครื่องมือในการวิจัย สถิติที่ใช้ ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์โมเดลสมการโครงสร้าง (SEM) ด้วยโปรแกรม AMOS ผลการวิจัยพบว่า 1) ระดับการทุจริตคอร์รัปชั่นเชิงนโยบาย โดยรวมอยู่ในระดับมาก (=3.98, S.D.=.552) การกำหนดนโยบายสาธารณะ โดยรวมอยู่ในระดับมาก (=4.03, S.D.=.535) และ 2) รูปแบบโครงสร้างความสัมพันธ์ขององค์ประกอบการทุจริตคอร์รัปชั่นเชิงนโยบายมีอิทธิพลเชิงบวกและมีนัยสำคัญต่อการกำหนดนโยบายสาธารณะ โดยผ่านเกณฑ์ระดับความกลมกลืนและดัชนีวัดความสอดคล้อง (Chi-square=22.627, df=17, p-value=.162, GFI=.992, AGFI=.968, RMR=.005, RMSEA=.026, CFI=.991 และ HOELTER=609.000)
