The Impact of Policy Corruption Components on the Public Policy Formulation of Local Administrative Organizations of Chiang Mai Province

Abstract
This research aimed to (1) examine the levels of policy corruption factors and public policy formulation factors; and (2) the structural relationship model of elements of policy corruption that influence public policy making. The sample group consisted of 500 participants, including government officials, permanent employees, and contract workers of local administrative organizations in Chiang Mai Province, selected through a multistage random sampling procedure. A questionnaire was used as the research instrument. The statistical tools employed included frequency, percentage, mean, standard deviation, and structural equation modeling (SEM) analysis using the AMOS program. The research findings revealed that: (1) The overall level of policy corruption was high (=3.98, S.D.=0.552), and the overall level of public policy formulation was also high (=4.03, S.D.=0.535). (2) The structural relationship model indicated that the components of policy corruption had a positive and significant influence on public policy formulation, meeting the criteria for goodness-of-fit and model conformity indices. (Chi-square=22.627, df=17, p-value=.162, GFI=.992, AGFI=.968, RMR=.005, RMSEA=.026, CFI=.991, and HOELTER=609.000).
