A Study of the Needs and Management Guidelines for Dual Vocational Education in Public Institutions under the Office of Vocational Education, Bangkok

Abstract
This research study aimed to: 1) study the current and desired conditions of dual vocational education management in public educational institutions under the Office of Vocational Education, Bangkok. 2) Compare the management of dual vocational education classified by the size of public institutions, and 3) study management guidelines for dual vocational education in these institutions. The sample group consisted of 285 school administrators and teachers, as determined by Krejcie and Morgan’s table. The research instruments used were a questionnaire with a reliability of .96 and a semi-structured interview form. The data were analyzed using frequency, percentage, mean, standard deviation, and one-way analysis of variance (ANOVA). The study found that: 1) the current and desirable conditions of dual vocational education management were rated at the highest level overall. 2) There were statistically significant differences at the .01 level in the management of dual vocational education when classified by the size of public vocational institutions, and 3) the effective management of dual vocational education requires institutional readiness through systematic budget allocation and modern instructional resources, complemented by strategic public relations and student guidance to foster understanding and motivation. Central to this process is collaborative planning with enterprises, involving clear agreements on curriculum, competencies, internship duration, and assessment methods. Equally essential are systematic reviews to ensure continuous improvement, together with a transparent mechanism for declaring program intentions. Ultimately, curriculum design must align with labor market demands through integrated cooperation with government agencies and competent enterprises.
