The Development of a Participatory Educational Management Model to Enhance Active Learning Management of Teachers at Ban Nong Aek School, Mukdahan Primary Educational Service Area Office

Abstract

This research is a Research and Development (R&D) study with the following objectives: 1) To study the current conditions and guidelines for developing a participatory educational management model to enhance active learning management of teachers at Ban Nong Aek School, under the Mukdahan Primary Educational Service Area Office; 2) To develop the participatory educational management model; 3) To implement the model; and 4) To evaluate the participatory educational management model. The sample group consisted of 10 teachers, 7 members of the Basic Education School Committee, and 77 parents, totaling 94 participants selected through purposive sampling. The research instruments included a questionnaire, interview form, in-depth interview record, performance evaluation form, active learning management evaluation form, and satisfaction questionnaire. Data were analyzed using percentage, mean, standard deviation, and content analysis. The research findings revealed that: 1) The current conditions of participatory educational management and teachers’ active learning management were at a moderate level. 2) The Participatory Educational Management Model (PICSS 5S Model) comprised six main components: (1) Principles and concepts, (2) Objectives, (3) Systems and mechanisms, (4) Operational methods consisting of five steps-participation in planning, participation in decision-making, participation in implementation, participation in utilization, and participation in monitoring and evaluation, (5) Model evaluation, and (6) Success conditions. The experts evaluated the model as highly appropriate and feasible. The implementation results indicated that teachers’ performance in both management processes and active learning management was at the highest level. And 4) The model evaluation showed that students’ learning achievement increased by 3.12 percent. The model’s usefulness, feasibility, appropriateness, and accuracy were all rated at a high level. Moreover, teachers, school committee members, and parents expressed high to highest satisfaction with the model.
