A Study of Personnel Administration Based on the Four Brahmavihāras of School Administrators in Basic Education Institutions, Phon Charoen District, under the Bueng Kan Primary Educational Service Area Office

Abstract
This research aimed to: 1) study the current state of personnel administration of school administrators in basic education institutions in Phon Charoen District under the Bueng Kan Primary Educational Service Area Office, and 2) examine guidelines for personnel administration based on the Four Brahmavihāras of school administrators. This study employed a mixed-methods, multi-stage design. For the quantitative component, data were collected using questionnaires. The sample consisted of 163 school administrators and teachers. Data were analyzed using statistical software, employing frequencies, percentages, means, and standard deviations. For the qualitative component, interviews were conducted with nine key informants selected through purposive sampling. Data were analyzed using descriptive analysis. The research results were as follows: 1. The current state of personnel administration of school administrators in basic education institutions in Phon Charoen District showed that the highest level of practice was in enhancing the efficiency of official duties according to the Brahmavihāras. This was followed by personnel development based on the Brahmavihāras, while the lowest level of practice was in workforce planning based on the Brahmavihāras. 2. The recommended guidelines for personnel administration based on the Four Brahmavihāras include: administrators should determine appropriate qualifications for personnel, provide opportunities for participation in workforce planning, and appoint personnel based on knowledge, competence, and fairness. Administrators should also recognize and encourage personnel through welfare systems, promote motivation, and exercise supervision with caution, in accordance with legal and ethical principles, to protect rights upon leaving office. Furthermore, they should foster moral development, discipline, and professional ethics, provide opportunities for personnel to attend training and seminars to enhance academic knowledge, conduct systematic evaluations, allow stakeholders to participate in proposing evaluation methods, and ensure transparent external assessment.
