Abstract

This research aimed to: (1) examine policies and approaches for integrating artificial intelligence (AI) into vocational education in the context of China; (2) analyze the operational models and mechanisms through a case study of Shenzhen; (3) synthesize the key components of workforce development in the new industrial era; and (4) propose policy recommendations for application in the Thai context. The study employed a qualitative research design using a case study approach, documentary analysis, and expert interviews. Five experts were selected through purposive sampling. Data were analyzed using content analysis and thematic analysis to generate in-depth findings and systematically synthesize new knowledge. The findings revealed that: (1) China has established artificial intelligence as a national strategic priority and integrated educational, technological, and industrial policies to develop a workforce with competencies aligned with the demands of emerging industries; (2) Shenzhen has implemented an operational mechanism that connects government agencies, educational institutions, and industrial sectors through the application of AI in learning management, curriculum development, and large-scale workforce training programs; (3) the key components of workforce development in the new industrial era consist of four dimensions, namely Policy-Driven Integration, AI-Integrated Learning, Industry–Education Integration, and Workforce Development Model; and (4) policy recommendations for Thailand should focus on promoting AI integration in vocational education, developing industry-oriented curricula, strengthening digital infrastructure, and supporting continuous workforce skill development. The study contributes new knowledge that is beneficial for policy formulation, vocational education development, and workforce preparation for future industries. Furthermore, the findings provide a valuable knowledge base for advancing educational innovation and supporting the transformation of education systems in the age of artificial intelligence.
