COMMUNICATION OF MUNICIPALITY PARTNERSHIP NETWORKS FOR SUSTAINABLE CITY DEVELOPMENT

Abstract

This research aimed to study 1) The communication policy and mission of municipality of network partnership for sustainable city development, 2) The communication strategies of municipality network partnership for sustainable city development, and 3) The development of communication guidelines for municipality network partnership sustainable city development. This qualitative research collected data through in-depth interviews with 42 purposively selected key informants who are directly involved as network partners for urban development of the municipality. Data were analyzed by drawing conclusions. The research instrument was a structured in-depth interview form, and the analysis was conducted by synthesizing conclusions from the interview data. The findings revealed that 1) The communication policy should be formulated with openness, a clear common goal, transparency, and genuine participation and the mission are network building, network management and network maintenance. Transparent two-way communication should be maintained to build confidence and trust. 2) Communication strategies should integrate four aspects: providing information, providing knowledge, creating motivation, and promoting participation from partners to foster trust and cooperation in urban development. and 3) Communication development guidelines should focus on transparent communication accessible to all target groups, integrating all four aspects through channels appropriate for each audience, and utilizing digital systems to connect communication. The use of the 4C model (Connect-Communicate-Collaborate-Continue) is a key mechanism that enhances communication among network partners, leading to continuous, transparent, and effective cooperation, and ultimately contributing to urban development and sustainability in all dimensions.
