DEVELOPMENT OF BORDER AREAS THROUGH TRANSPORTATION INFRASTRUCTURE: AN ANALYSIS OF SUCCESS FACTORS OF THE FIRST DEVELOPMENT REGION OFFICE, DEVELOPMENT TASK FORCE

Abstract
This research aims to examine factors affecting border area development in road construction programs and to provide in-depth explanations of the underlying causes of these factors. The study employs a mixed-methods research design using the Explanatory Sequential Design approach, beginning with quantitative research followed by qualitative research.The sample group consists of 400 household representatives from border subdistricts in three provinces-Ratchaburi, Phetchaburi, and Prachuap Khiri Khan-under the responsibility of the 13th Mobile Development Unit, determined using Taro Yamane's table. Key informants include eight commanding officers who supervise road construction programs under the Royal Thai Army Development Command. Data collection instruments comprise questionnaires and in-depth interview guides. Data analysis was conducted using multiple regression analysis at a statistical significance level of .05 and inductive content analysis. The research findings reveal three main factors affecting border area development: leadership, networks, and technology. The leadership factor demonstrates the highest influence (Sig. = 0.000), as leaders play crucial roles in screening work processes, allocating resources, making decisions regarding operational areas, initiating policies, and integrating all operational dimensions to achieve objectives. The network factor (Sig. = 0.000) is significant because collaboration between government agencies and civil society enables integrated planning, reduces redundancy, optimizes budget utilization, and genuinely responds to community needs. The technology factor (Sig. = 0.026) serves as a vital tool in developing border road infrastructure, enhancing survey accuracy and efficiency, reducing operational redundancy, and facilitating public relations through social media platforms. The policy implications recommend strengthening leadership roles, establishing collaborative networks, and utilizing technology to effectively develop border areas.
