Guidelines on Thai Parliamentary Budget Office Development from Recommendations of The Global Network of Parliamentary Budget Offices and The Organization for Economic Co-operation and Development

Abstract

Parliamentary Budget Office of Thailand is a government agency established in 2013 under the Secretariat of the House of Representatives. Director of the Parliamentary Budget Office administrates as the head of the office within the bureau. Major function of the Parliamentary Budget Office is to provide information on the government's financial administration to the parliament to control and audit the government treasury. Since PBO has currently operated for nine years, the author’s opinion is that the reformation of the office should be undertaken on the recommendations from the Global Network of Parliamentary Budget Offices: GN-PBO together with the Organization for Economic Co-operation and Development: OECD. This will contribute to an exceptional public image of PBO’s performance.  Consequently, the author introduces guidelines on status along with legal structure improvement i.e., authority, recruitment, personnel commissioning including financial and resource administration of Thai parliament from the aforementioned recommendations to be corresponded with Thai context. The objective is to allow the Parliamentary Budget Office to analyse information on government’s financial administration which is increasingly complex with times on a par with similar agencies in other countries and to become more universal.
