Ethical Leadership Behaviors of School Administrators Under Nakhon Phanom Primary Educational Service Area Office 1

Abstract
Ethical behavior among school administrators is a crucial factor shaping the quality of educational management at all levels. Ethical conduct serves as a vital mechanism that directly influences organizational effectiveness, teacher development, and ultimately student outcomes. The objectives of this study were: (1) to investigate the ethical behavior of school administrators, and (2) to compare the ethical behavior of these administrators as perceived by the target groups, classified by position (school administrators and teachers) and school size. The sample consisted of 260 participants, comprising 89 school administrators and 171 teachers. The sample size was determined using a percentage-based criterion and selected through stratified random sampling. The research instrument was a five-point Likert-scale questionnaire assessing ethical behavior. The content validity index ranged from 0.80 to 1.00, item discrimination values ranged from 0.24 to 0.96, and the overall reliability coefficient was 0.96.
The findings indicated that: (1) The overall level of ethical behavior among school administrators was found to be high. An analysis of individual dimensions indicated that all aspects were rated at a high level. When ranked according to mean scores from lowest to highest, the dimensions were integrity, trust, respect, responsibility, moral and ethical conduct, and justice; and (2) there Were significantly different at .01 level of perception from school administrators and teachers of different school size. When classified by school size, significant differences were found at the .05 level.
